PUBLIC NOTICE Chapter 71.53(d)(6) of the Pennsylvania Department of Environmental Protection (PADEP) Rules and Regulations requires that the applicant of a proposed project that changes the flow at an existing sewage treatment facility by more than 50,000 gallons per day (GPD) notify and allow the general public to comment on the proposed project. This sewage facilities planning revision is for the proposed Data Center Campus Development initiated by Amazon Data Services, Inc.. The project has received Conditional Master Plan Land Development approval from the Salem Township Board of Supervisors. The proposed project is the initial phase of a 1,019.62-acre, commercial use development of a data center campus located at the intersection of Cumulus Boulevard and Salem Boulevard at 769 Salem Boulevard in Berwick, Salem Township, Luzerne County, PA. Part of the project previously received Land Development and Sewage Planning Approval for the construction of one (1) existing cryptocurrency mining facility and for three (3) proposed data centers. For this phase of the campus development (468.22 acres), at full buildout, which is anticipated to be over four years, the estimated sewage flow would be 258,050 gallons per day (GPD). Using the Berwick Area Joint Sewer Authority (BAJSA) standard of 240 GPD/EDU, the proposed project will be discharging 1,076 EDUs. Using the Pennsylvania Department of Environmental Protection (PADEP) standard of 400 GPD/EDU, the proposed project will be discharging 646 EDUs. There is currently an existing 8 SDR 26 PVC gravity sanitary sewer main located south of the site beneath Salem Blvd and owned by BAJSA that conveys west underneath Salem Boulevard to the BAJSA Wastewater Treatment Plant. An existing 2 onsite low pressure sewer main conveying existing and proposed building fixture discharge will remain and convey this sewage to the 8 sewer main via existing manhole connection near Salem Boulevard. A new 8 onsite sewer force main will convey the non-contact cooling water to the existing 8 BAJSA gravity sewer main via a proposed connection onsite at an existing manhole near Salem Boulevard. This sewer line ultimately discharges to the Berwick Area Joint Sewer Authority Wastewater Treatment Plant. The general public may review the proposed project application at the Salem Township Building, 38 Bomboy Lane, Berwick, PA 18603 Monday through Friday. A thirty (30) day comment and review period after the publishment of this notice has been established during which Salem Township will accept written comments from the public on the proposed project. Please send written comments to Salem Township Attn: Brian Rhone, 30 Bomboy Lane, Berwick, PA 18603. The municipality will address the comments before taking action on the plan.
