PUBLIC NOTICE Notice of Intent to Remediate (NIR) Dillon Floral Corporation 933 Columbia Boulevard Town of Bloomsburg, Columbia County, Pennsylvania Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that Dillon Floral Corporation (Dillon) has submitted to the Pennsylvania Department of Environmental Protection a Notice of Intent to Remediate (NIR) for a Site located at 933 Columbia Boulevard in the Town of Bloomsburg, Columbia County, Pennsylvania. This Notice of Intent to Remediate states that the Site was used for the growing of cut flowers and chrysanthemums. The Site has been found to be impacted by dieldrin and gamma-BHC because of the application of pesticides in accordance with applicable regulations at the time of use. Dillon has indicated that the proposed remediation measures will be excavation of the impacted soils, and the use of engineering and institutional controls that will eliminate all exposure pathways. The current and proposed future use of the property will be non-residential for commercial use. Dillon plans to use the site-specific standard at the Site. The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Until October 20, 2025, the Town of Bloomsburg may submit a request to Dillon to be involved in the development of the remediation and reuse plans for the Site.
