BLOOMSBURG — Neighbors on the west end of Bloomsburg have posted signs and circulated a flyer in the hopes of catching a culprit someone dubbed “The Mad Pooper.”

For years, off and on, residents say the streets have been plagued by negligent dog walkers, who let their pooches leave behind piles of feces on sidewalks, the grassy strip next to curbs, and even deep into private yards.

It’s a smelly nuisance and a health hazard, they say, plus it’s against the law.
