BLOOMSBURG -- Bloomsburg's 140 teachers won't get pay raises during the first two years of a new three-year union contract ratified Monday. In exchange, the teachers will pay less toward the cost of their health insurance. Teachers won't get raises, per se, in year three of the agreement either. But they will move up one step on the district's pay scale, which is based on years of service, effectively giving them raises for 2013-14.
